Duties

Help
  • Develops plans and milestones to complete payroll and financial management projects.
  • Analyzes and evaluates Department of Defense (DoD) procedures, policies, and other issues related to financial systems.
  • Identifies specific problems requiring further analysis and prepares recommendations for changing methods and practices.
  • Applies project management, methodology, and practices in new or novel ways to solve problems where clear precedents do not exist.
  • Serves as a Scrum Master for scrum teams utilizing the Agile Software Development methodology and are responsible for planning, testing, revising, implementing, and maintaining an entire system or major portions of a complex financial system.

Qualifications

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: planning, testing, revising, implementing, and maintaining an entire system or major portions of a complex automated financial system; applies financial systems policies, methodology, and practices in new or novel ways to solve problems; conducting complex management reviews and financial systems analysis.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

  • In accordance with the DoD 8140 policy series, the position may be subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
  • Moving expenses will be paid.
  • Telework availability is limited and will only be provided on a rare case-by-case basis during situations where Agency Leadership has determined that telework serves a compelling DoD need.
  • Selections are subject to restrictions resulting from the DoD Program for Stability of Civilian Employment.
  • A one year probationary period may be required.

If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.   • The Security Designation will vary and dependent upon position and may require a secret clearance or higher. Employment in this position requires a background investigation which may delay starting date.
