Develops plans and milestones to complete payroll and financial management projects.
Analyzes and evaluates Department of Defense (DoD) procedures, policies, and other issues related to financial systems.
Identifies specific problems requiring further analysis and prepares recommendations for changing methods and practices.
Applies project management, methodology, and practices in new or novel ways to solve problems where clear precedents do not exist.
Serves as a Scrum Master for scrum teams utilizing the Agile Software Development methodology and are responsible for planning, testing, revising, implementing, and maintaining an entire system or major portions of a complex financial system.

Qualifications
Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: planning, testing, revising, implementing, and maintaining an entire system or major portions of a complex automated financial system; applies financial systems policies, methodology, and practices in new or novel ways to solve problems; conducting complex management reviews and financial systems analysis.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In accordance with the DoD 8140 policy series, the position may be subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months.
